The position will be based at the ESMI of NH, Loudon, NH Facility, relocation assistance available for the right candidate.
The Compliance and Approvals Manager is responsible for a wide range of tasks to ensure that ESMI operates in compliance with their permits and health and safety regulations. These tasks include technical reviews of projects that are being considered for acceptance at the facilities; technical review of sampling results, facility approvals; and performing inspection and documentation activities to ensure the facility remains in compliance with their local, state, and federal permits. This position is considered a working manager with little authority for personnel actions. This position requires a bachelor's degree in the area of specialty. Familiarity with a variety of the field's concepts, practices, and procedures is desired. The position relies on extensive experience and judgment to plan and accomplish goals and performs a variety of tasks, including some performance of analytical laboratory work. A wide degree of creativity and latitude is expected. Typically reports to a manager or head of a unit/department.
Primary Responsibilities (Essential Functions):
- Review testing procedures, analysis, site history and waste description for contaminated soil that is being considered for acceptance at the facility.
- Assist in approval of new and ongoing projects to ensure material meets acceptance criteria and maintain the records in accordance with the permit requirements.
- Evaluation of inbound jobs for completeness and acceptability in accordance with permits, approve jobs in CORE, communicate with customers regarding job approvals as required.
- Ensure proper sampling of processed batches of treated material, including chain of custody, to ensure compliance with permit sampling frequency.
- Review post treatment sample data to ensure compliance with the permitted treatment standards.
- Responsible for reviewing facility permits to ensure and verify compliance with permit conditions.
- Ensure compliance records are maintained in compliance with permit requirements.
- Prepare, review and submit quarterly and annual reports to regulatory agencies as required.
- Conduct compliance reviews, general risk assessments and other safety assessments to support facility operations.
- Perform facility EH&S inspections and maintain relevant logs and documentation
- Schedule and/or perform facility required EH&S training for affected employees.
- Administering and maintaining EH&S compliance programs such as LOTO, Hazard Communication, Hearing Conservation, Respiratory Protection, etc.
- Observe regulations, wear all required safety equipment, encourages safe working practices, corrects obvious hazards immediately or reports them to the proper personnel.
- Comply with all company and EH&S procedures and policies.
Basic Required Qualifications:
- Bachelor’s Degree in Chemistry, Environmental Science, or Environmental Health and Safety.
- 2-5 years of experience in an Environmental, Health and Safety position
- Current driver’s license, clean driving record, and automobile.
Preferred Qualifications:
- Exceptional verbal and written communication skills.
- Possess excellent attention to detail and organizational skills.
- General knowledge of compliance of Regulatory requirements (i.e. OSHA, EPA, etc.)
- Must be willing and able to wear company-provided personal protection equipment (PPE).
- General knowledge of Microsoft Office: Excel, Word, and Outlook
- Ability learn and work with various computer programs for EHS compliance tracking
- Ability to work independently, work under pressure, and manage several projects simultaneously.
- Ability to communicate difficult/sensitive information tactfully.
